Sir J. Jordan to Sir Edward Grey.-(Received January 12, 1907.)

Peking, November 29, 1906, I HAVE the honour to report that having heard recently, on reliable authority, that the Viceroy of Wuchang had contracted a loan with M. Casenave, the agent of the French group in the Chinese Central Railways combination, I requested His Majesty's Consul-General at Hankow to inform me as to the accuracy of this information.

Mr. Fraser has now reported by telegraph, confirming the news, and informing me that the amount of the loan is 600,000 taels (about 92,6601. sterling), the interest being 7 per cent. a-month, and the term indefinite. The security is the Government land along the defence wall. Mr. Fraser adds that the money is to be used in purchasing the "Belgian Concession," by which I conclude the Land Concession at flankow is meant.

The loan has not received the sanction of the Central Government here.
